How do I draw the goddess so the proportions hold?
Set the central axis first and build the figure symmetrically about it, because the iconography is read as balanced. Place the shoulder line, then fan the extra arms from a single shoulder mass at even angles rather than adding them one at a time. Attributes go in the hands last, once the arm spacing is settled.
How do I draw many arms without the figure looking crowded?
Keep the arms on arcs at consistent spacing and let each hand sit clear of the next, with a visible gap of paper between them. Vary the elbow angle slightly down the fan so the shapes are not identical. Hold the attributes out at the edge of the fan where they have room to be legible.
