It is a short non-musical cue that marks a moment as important, usually a hard strike with a tail behind it or a swell that resolves on one. It works where a music cue would be too much, because it carries no key and no rhythm to clash with what is already playing.
How do I make a dramatic sound effect?
Describe the physical event instead of the feeling. Say what is struck or bowed, how sharp the attack is, whether the sound builds or arrives all at once, and how many seconds the tail takes to die away. Those four choices decide almost everything about how the cue reads.
Should a dramatic cue hit on the cut or before it?
On the cut when the moment is a surprise, and slightly before it when the moment is a realisation. A stab placed on the frame reads as the event itself, while a swell that peaks two or three frames early reads as the audience understanding what is about to happen.
How do I keep a dramatic cue from overpowering dialogue?

What is the difference between a stinger and a swell?
