Keep one cloud behaviour per clip and cut between plates rather than asking for a whole weather front in one take.
How do I stop a cloud clip looking like a still photograph?
Give it a rate and a reference. Say timelapse when you want growth or collapse and real time when you want drift, then leave something motionless in frame, a ridge line, a shoreline, a rock face, so the movement has an edge to measure itself against. A camera move helps too, a slow crane down or a drift across water, because parallax reads as depth.
