It is the hiss an untuned television makes when there is no signal to decode, heard through the set speaker rather than as pure noise. That speaker is why it sounds boxy and grainy instead of smooth, and why it reads as a television and not as rain.
How do I make a TV static sound effect?
Describe the speaker as well as the hiss. Say the noise is being pushed through a small paper cone, call it grainy and boxy, and give it a length with the word unbroken in it. Naming the television alone tends to return a voice or a jingle instead.
Why does my static come back as rain?
