A thin electronic tone returning every two seconds, forever. This is the one most edits want, because the silence between the beeps is long enough to hope it has stopped and short enough that it never does.

Dripping tap

Hollow plinks into a steel basin at intervals that never settle. The unevenness is what stops an ear filing it away as rhythm, so attention keeps being dragged back to it.

Squeaking foam

Two blocks of packing foam worked against each other into a high stuttering squeal. It sits in the band that makes people physically flinch, so a couple of seconds is usually plenty.

Insect whine

One tiny pair of wings beating near the microphone, wandering closer and further away. It reads instantly as something you cannot swat, which no static tone ever manages.

Fork on a plate

Steel dragged across glazed ceramic in one slow pass. The screech carries a rough grinding layer underneath, and that grind is the part people react to rather than the pitch.

What makes a sound effect annoying?
Repetition your ear cannot predict, plus energy high in the frequency range. A tone that returns at slightly uneven intervals never becomes background, because attention keeps checking whether it has finished, and it has not.
How do I make an annoying sound effect?
Describe the mechanism and the timing instead of the feeling. Say what is making the noise, how often it repeats, and whether the gaps are even. A model can build a drip every two seconds; it cannot build irritation.
Why does my repeating beep sound like one long tone?
Because the prompt did not ask for silence between the beeps. State how long each tone lasts and how long the gap is. Without that, generators tend to run the sound continuously, and a continuous tone reads as an alarm rather than a nag.
How do I make something irritating without hurting the ears?
