Does static stock video mean noise or a motionless shot?

If you came looking for a motionless camera, the term for that is a locked-off shot, and you get it by writing the camera move out of the prompt rather than searching for static.
Where can I make static stock video with AI?

How do I blend a static pass into an existing edit?
Generate it against pure black and let the blend mode do the work: screen or add keeps the bright grain and drops the black, and an opacity ramp controls how far it intrudes. Ask for even density edge to edge so the layer does not fall off in the corners, and match the grain size to the footage underneath rather than the other way round.
Which static clips render most reliably?
Full-frame passes with one clear event are the safest: drop, bloom, build, clear. Anything that needs repeating structure across the frame, bars, test patterns or regular scan geometry, is the least reliable, and it also drags in designs you should not be reproducing. Keep the frame free of shapes and lettering.
How is this different from a static overlay pack from a stock library?
