Dripping tap

What makes a sound effect annoying?
Repetition your ear cannot predict, plus energy high in the frequency range. A tone that returns at slightly uneven intervals never becomes background, because attention keeps checking whether it has finished, and it has not.
How do I make an annoying sound effect?
Describe the mechanism and the timing instead of the feeling. Say what is making the noise, how often it repeats, and whether the gaps are even. A model can build a drip every two seconds; it cannot build irritation.
Why does my repeating beep sound like one long tone?
Because the prompt did not ask for silence between the beeps. State how long each tone lasts and how long the gap is. Without that, generators tend to run the sound continuously, and a continuous tone reads as an alarm rather than a nag.
